'Forrest Gump,' 'Bambi' join US film registry

Forrest Gump's oft-imitated line, "My momma always said, 'Life was like a box of chocolates. You never know what you're gonna get' " will be immortalized among the nation's treasures in the world's largest archive of film, TV and sound recordings.

The Library of Congress on Wednesday announced that 1994's smash hit "Forrest Gump" starring Tom Hanks was one of 25 films chosen to be included this year in the National Film Registry.

The oldest reels are silent films both from 1912. "The Cry of the Children" is about the pre-World War I child labor reform movement and "A Cure for Pokeritis" features the industry's earliest comic superstar John Bunny.

Also from that silent era is Charlie Chaplin's first full-length feature, "The Kid," from 1921.

Under the terms of the National Film Preservation Act, each year the Librarian of Congress names 25 films that are "culturally, historically or aesthetically" significant. This year, 2,228 films were nominated.

"These films are selected because of their enduring significance to American culture," Librarian of Congress James H. Billington said in a statement. "Our film heritage must be protected because these cinematic treasures document our history and culture and reflect our hopes and dreams."

For each title, the Library of Congress Packard Campus for Audio Visual Conservation works to ensure that the film is preserved for future generations. That comes either by the Library's massive motion-picture preservation program or through collaborating with other archives, motion-picture studios and independent filmmakers.

The most recent film chosen is "Forrest Gump," which won six Academy Awards including for Best Picture.

Also starring in that movie about an everyman who ended up being part of the most iconic events of the 1960s and 1970s was Sally Field. Her perhaps most famous role playing "Norma Rae" in the movie of the same name from 1979 also made the list. She won an Academy Award for her portrayal of a poorly educated single mother who fought successfully to make her Southern textile mill a union shop.

Making the list is the animated Disney classic, "Bambi," made in 1942 about a deer's life in the forest, "The Big Heat" from 1953, a post-war noir film, and 1991's disturbing, "The Silence of the Lambs," which won Oscars for stars Jody Foster and Sir Anthony Hopkins. Hopkins plays cannibalistic serial killer Hannibal Lecter in the psychological and violent thriller.

The original "War of the Worlds" from 1953 also will be preserved along with "Porgy and Bess," "Stand and Deliver" and John Ford's epic Western, "The Iron Horse," from 1924.

Lesser known films were chosen for their significance to the art.

"A Computer Animated Hand" from 1972 is by Pixar Animation Studios co-founder Ed Catmull. The one-minute film that is one of the earliest examples of 3D computer animation displays the hand turning, opening and closing, pointing at the viewer and flexing its fingers.

Making the list were notable documentaries as well.

"Crisis: Behind a Presidential Commitment," focuses on Gov. George Wallace's attempt to prevent two African-American students from enrolling in the University of Alabama and the response of President John F. Kennedy. "Growing Up Female" from 1971 was one of the first films to come from the women's liberation movement.

Also included was "The Negro Soldier," produced by Frank Capra. It showed the heroism of blacks in the nation's wars and became mandatory viewing for all soldiers from spring 1944 until World War II's end.

SUNRISE, Fla., Dec. 27 (UPI) -- Bill Thomas' first goal of the season set off a big second period for Florida Tuesday that boosted the Panthers to a 5-3 win over Toronto.

Thomas' tally 2:30 into the middle frame gave Florida a 2-1 lead. It was followed 2 minutes later by Jason Garrison's goal on a Panthers power play.

Toronto's Mikhail Grabovski was whistled for slashing 59 seconds later and the Maple Leafs then took another penalty for having too many men on the ice.

Kris Versteeg made the Leafs pay with a 5-on-3 goal that put the Panthers up 4-1.

Erik Gudbranson scored and Jose Theodore turned aside 29-of-32 shots for first-place Florida, which broke a three-game skid.

Grabovski scored twice and Dion Phaneuf added a goal for the Maple Leafs.

James Reimer was lifted in the second period after allowing three goals on eight shots. Jonas Gustavsson entered and stopped 16-of-18 pucks the rest of the way.

Nelson retirement opens Neb.'s Senate seat to GOP (AP)

OMAHA, Neb. ? Democratic Sen. Ben Nelson survived nearly two decades representing heavily Republican Nebraska by carving a path down the political center. But faced with navigating that road in an increasingly polarizing climate, Nelson is stepping away ? and swinging the door wide open for the GOP.

Nelson, the lone Democrat in Nebraska's five-member congressional delegation, announced Tuesday that he wouldn't seek a third term. He was facing a tough campaign against several Republicans who've spent the past several months attacking his support for President Barack Obama's health care overhaul and federal stimulus legislation.

"Who can blame him given the current political mood of the country?" said former state Democratic Party Chairman Steve Achelpohl.

Other Democrats lamented Nelson's decision to retire, fearing it sets up the GOP for an easy victory next year. Republicans need to net just four seats to reclaim control of the Senate, and Nebraska looks to be an easy pickup.

There are no Democrats in line to take Nelson's place in the increasingly conservative state. He joins several other Democrats to retire from the Senate, including Virginia's Jim Webb and North Dakota's Kent Conrad.

After months of speculation that he would leave office, the 70-year-old conservative Democrat told supporters in an emailed statement that he felt it was time he "step away from elective office, spend more time with my family, and look for new ways to serve our state and nation."

"Therefore, I am announcing today that I will not seek re-election," he said. "Simply put: It is time to move on."

The former two-term governor thrived in Nebraska politics partly because he was willing to support Republican ideas when he believed they were in the state's best interests, Achelpohl said.

"Nebraskans are generally independent thinkers, and he was certainly an independent thinker," Achelpohl said. "He just had his finger right on the pulse of the predominant political thinking right in our state and nationally."

Democrats banking on Nelson's ability to leverage those centrist stances and capture statewide races were left scrambling, and many state activists acknowledged being taken by surprise.

While some floated the names of state Sen. Steve Lathrop of Omaha and Nelson's former lieutenant governor, Kim Robak, as possible contenders, many said it was too early to know who might run. Messages seeking comment were left for Lathrop and Robak.

A dream candidate for Democrats: former Nebraska Sen. Bob Kerrey. Traveling in India on Tuesday, Kerrey told The Washington Post, "Ben's retirement is a huge loss for Nebraska. I am very sad he's leaving. That is as far as I am going (right now)."

Democrats acknowledged the party will face a steep uphill fight to hold on to Nelson's seat, but pointed to a crowded GOP primary field with no obvious front-runner. The ticket includes Nebraska Attorney General Jon Bruning, state Treasurer Don Stenberg, state Sen. Deb Fischer, and investment adviser Pat Flynn.

"This virtually guarantees a Republican victory in 2012," said University of Nebraska Lincoln political scientist Mike Wagner. "There's almost no scenario in which a Democrat can win ? especially at this late stage."

National Republican party leaders also have encouraged Gov. Dave Heineman to join the race, but Heineman has said it would take a lot to persuade him.

The Senate's Democratic campaign chairman, Sen. Patty Murray of Washington, said she expected that Republicans would "have their hands full with a very divisive primary in the state, which will provide an opportunity for Democrats to remain competitive."

State Sen. Heath Mello, an Omaha Democrat who worked as an aide to Nelson, said he feared Nelson's retirement would inject more partisan politics into an already heated race.

"That is not the way Nebraskans have chosen their senators in the past," Mello said. "We've always elected independent-minded people to represent Nebraska's interests, ahead of the political parties."

Nelson has recently expressed dismay about a divided Congress' inability to pass meaningful legislation, frustration that echoed in his statement Tuesday.

"I encourage those who will follow in my footsteps to look for common ground and to work together in bipartisan ways to do what's best for the country, not just one political party," he said.

Even as Nelson wavered about a re-election bid, he piled up campaign cash, hired a campaign manager and watched his party spend more than $1 million on ads supporting him. The preparation left him with more than $3 million campaign cash on hand last month, about twice his nearest competitor.

The Democrats' Majority PAC alone spent more than $406,000 on media buys and production costs for Nelson's expected re-election campaign in seven separate expenditures between Sept. 9 and Dec. 9.

"I'm absolutely stunned," Kathleen Fahey, a Democratic super-delegate in 2008, said of Nelson's announcement. "Ben has been such a great senator for everybody. I'm not liking this."

Nelson first was elected to the Senate in 2000, defeating Stenberg, a Republican and currently the state treasurer, to replace the retired Kerrey. Nelson positioned himself as a centrist supporting both Democratic and Republican legislation.

He was among only two Senate Democrats to support a failed GOP bid to block new federal controls on power plant pollution that blows downwind into other states earlier this year, and he took great pride in his membership in the 2005 "Gang of 14," made up of Republicans and Democrats who brokered a deal to avoid a filibuster showdown over President George W. Bush's judicial nominees.

However, Nelson's vote in favor of Obama's signature health reform legislation left the GOP confident that they could beat him next year. The health reforms are strongly opposed by many Nebraska conservatives, and after the vote Nebraska Republicans immediately kicked off a "Give Ben the Boot" campaign.

Nelson also was one of five Democratic senators targeted by a national conservative group with ties to GOP strategist Karl Rove. The group, Crossroads GPS, spent $1.6 million on ads attacking Nelson as well as Sens. Bill Nelson of Florida, Clair McCaskill of Missouri, Jon Tester of Montana and Sherrod Brown of Ohio ? all considered top targets by national Republicans in 2012.

"For once Senator Nelson has listened to Nebraskans," Nebraska Republican Party Chairman Mark Fahleson said Tuesday. "The Nebraska Republican Party is more focused than ever on electing another conservative Republican to join Sen. Mike Johanns and recapturing the U.S. Senate so that we can reverse the damage done by Ben Nelson, Washington Democrats and the Obama Administration."

Nelson upset incumbent Nebraska Gov. Kay Orr in 1990 to earn his first statewide office and was re-elected governor in 1994 by a landslide. In 1996, he reneged on a campaign pledge that he wouldn't seek higher office while governor and announced his candidacy for the Senate seat vacated by the retiring Sen. Jim Exon.

Omaha millionaire businessman Chuck Hagel soundly defeated Nelson in that Senate race, but the two later served as colleagues when Nelson was elected in 2000.

Bruning on Tuesday wished Nelson well and praised him as "a dedicated public servant of the state of Nebraska for over two decades," while Fischer expressed confidence the GOP would now claim the seat.

"I think we have a strong group of Republicans, and I happen to believe the seat will go to a Republican," she said.

Stenberg thanked Nelson for his service, but said Nebraskans need "a genuine, lifelong conservative."

Either way with the right treatment, you're O.K."</p> <p>Schwartz said Philip's trim figure and athleticism bode well for his recovery.</p> <p>Dr. Jonathan Tobis, director of interventional cardiology at UCLA, said coronary stenting is much less invasive than surgery because it is typically done through a catheter method, inserting a balloon down a blocked artery, blowing it up to open the blockage, then putting in a stent to keep the artery wall open.</p> <p>Tobis said that any procedure carries risks, but advances in coronary medicine over the past 30 years means the procedure can be done "remarkably safely ? even in people in their 90s."</p> <p>"Nowadays, patients typically go home the next day," Tobis said.</p> <p>A spokeswoman for the palace would not say if other members of the royal family were Philip, who is also known as the Duke of Edinburgh. She spoke on customary condition of anonymity. Since its original release in 2007, it has continued to dominate the portable music market with millions sold worldwide. Despite Jobs saying that the it was training wheels for the iPhone, the iPod touch has really grown into its own. Recently it has stepped out of the shadow of the iPhone and moved beyond the iPod line. Users can listen to music, watch movies, and play their favorite games anywhere. Not many other devices do this. Most tech companies have basically decided that this is lost territory. While companies like Motorola, and Amazon have focused their efforts on the tablet market, combating the iPad, Apple has roped of this section of the market. No one dares to cross the line? that is until Samsung decided to make a device of their own.</p> <p><img alt="" class="aligncenter size-full wp-image-38147" height="356" src="http://www.todaysiphone.com/wp-content/uploads/2011/12/iPod-Galaxy_1.jpg" title="iPod-Galaxy_1" width="409"/></p> <p>Recently they released their own portable media player, the Samsung Galaxy Player 5.0. This is the first device that could potentially rival the iPod touch. So, of course I got my hands on one and for the past couple weeks, put it through its paces. Keep in mind that I am an avid iPod user but I am going to try and be as unbiased as possible.</p> <p><span>Screen:</span></p> <p>The first noticeable thing on either of these devices is the screen. This is one of the primary factors when picking out a phone, and it is not any different with music playing devices. The iPod touch of course sports a 3.5 inch Retina Display that just looks absolutely amazing. It is always crisp and has an incredible viewing angle?from the sides it?s near 180? and the top and bottom are about 170?. The pixels are so small that the eyes cannot distinguish one from another.</p> <p><img alt="" class="aligncenter size-full wp-image-38148" height="236" src="http://www.todaysiphone.com/wp-content/uploads/2011/12/iPod-Galaxy_2.jpg" title="iPod-Galaxy_2" width="713"/></p> <p>The Galaxy Player?s WVGA screen is really not as nice. Edges on text are not nearly as smooth and sharp and the viewing angle is slightly worse. However, the Samsung has much more screen real estate. In fact at 5 inches, the entire iPod touch can nearly fit on the Player?s screen alone. This makes watching YouTube more enjoyable and the web experience is closer to that of a desktop. Because of the large screen on the Galaxy Player though, things seem just a little blown out of proportion.? I think there is a reason that phones do not go this big, because 5 inches feels like a small tablet. Beyond screen size, Samsung?s device is less responsive and accurate. When typing, my fingers, although the screen is so much bigger, never seem to hit the right keys. (More on this later).</p> <p>Overall I?m going to have to say that the iPod wins this round. Its retina display is brighter, sharper, and more accurate. You might be thinking that bigger is always better, but even though it only has a 3.5 inch screen, it feels more comfortable in the hand and provides for a better user experience.</p> <p><strong>iPod touch: 1/Galaxy Player: 0</strong></p> <p><span>External Hardware:</span></p> <p>Hardware is the next thing I look for in a good product. The number of buttons, where they are located, and how esthetically pleasing the device is, are all key factors. To begin with, the iPod touch is has some great hardware. Apple keeps buttons to a minimum and gave it a sleek metal back. The 30pin connector and headset jack are located on the bottom while the top has the power/lock button. The volume controls are located on the side. The front of the device has only the screen, camera, and the home button. The iPod touch is definitely for those who prefer a minimalistic look.</p> <p><img alt="" class="aligncenter" height="241" src="http://www.apple.com/ipodtouch/features/images/features_hero.jpg" title="iPod Touch" width="519"/></p> <p>The Galaxy Player 5.0 has quite a different build. The back is all plastic and it has two speaker grills. At the top of the device is where you will find a MicroSD card slot. On the right side, you get a power button and a volume rocker and located on the bottom there is the headset jack, microphone, and microUSB port. The front of the device has the screen, front facing camera, and 3 capacitive buttons?menu, home, and back. There is also some sort of earphone grill, but I can?t figure out what it is for, because it is not a phone? The Galaxy Player?s, face reminds me a lot of previous versions of the iPhone, as it sports a silver bevel.</p> <p><img alt="" class="aligncenter size-full wp-image-38149" height="394" src="http://www.todaysiphone.com/wp-content/uploads/2011/12/iPod-Galaxy_3.jpg" title="iPod-Galaxy_3" width="389"/></p> <p>I actually prefer the Player?s 3 buttons as opposed to the iPod?s one. Having a dedicated back key took a bit to get used to, but it is surprisingly convenient. I like how the buttons are not physical keys either, because it makes the front so sleek looking. The only problem is that they are only on, when the device is unlocked, so unlike the iPod touch, you can only wake the device with the power button. This isn?t a huge deal, but out of habit I try to press the home button to wake it. The microSD slot was not a bad idea either; because the Galaxy Player only has 8GB of storage, having the ability to expand to is really great. I also prefer the plastic back opposed to the iPod?s metal one. Yea it?s plastic, but the iPod?s back is a scratch magnet (and probably the worst decision Apple designers have ever made). I am able to set it down without worrying about getting about a million scratches. ?The Samsung also has two speaker grills on the back. Because the touch?s speaker is internal, it is not as loud and clear.</p> <p>Due to the dedicated back button, the better speakers, and the harder-to-scratch back, the external hardware winner is, in my opinion, clearly the Samsung Galaxy Player.</p> <p><strong>iPod touch:1/Galaxy Player:1</strong></p> <p><span>Overall?Aesthetics:</span></p> <p>Neither of these devices look bad. They each have something going on for them in terms of form and style. I am putting all function aside and just judging on pure looks. Shallow? Yes, but I think appearance does matter.</p> <p><img alt="" class="aligncenter" height="442" src="http://images.apple.com/ipodtouch/ios/images/ios_interface.png" title="iPod Touch aesthetics " width="318"/></p> <p>The iPod Touch is a thing of beauty. With its slim form factor and its sleek steel back it represents everything that is Apple. It is so pleasing to look at with its all black front and?iconic single?button. The Apple logo on the back completes the package. The iPod is one of the best looking devices on the market.</p> <p><img alt="" class="aligncenter" height="394" src="http://4.bp.blogspot.com/-QSG9HCtEm2Q/Tp1Fc10kHPI/AAAAAAAAHxc/Zq38zyqrpk0/s1600/Screen+Captures17.jpg" title="Galaxy Player" width="461"/></p> <p>This being said, the Samsung Galaxy Player 5.o is no ugly ducking. It is not as thin as or small as the iPod, but surprisingly, there is not that big of a weight difference?81 grams. The Galaxy player does have a silver bevel around the edge, which in my opinion, it could do without. It also has the silver Samsung logo on the front which takes away from the sleek black. The back edges are rounded though, making it comfortable in the hands.</p> <p>I am going to have to give this one to the iPod Touch. I just don?t think there are many devices out there that can beat an Apple device. They are so pure and simple and I could stare at it for hours.</p> <p><strong>iPod touch: 2/Galaxy Player: 1</strong></p> <p><span>Internal Hardware:</span></p> <p>Everyone always says it is what?s on the inside that counts. Of course I am talking about the processor, the battery, and the other bits and pieces that go into these two devices, but the saying holds true. ?How long can I get on a single charge of the battery? How fast is the processor? Things like this are always important to me.</p> <p><img alt="" class="aligncenter" height="254" src="http://media.bestofmicro.com/apple-a4-ipad-cpu,4-O-237336-13.jpg" title="A4" width="450"/></p> <p>The iPod Touch has Apple?s 1GHz A4 processor (underclocked to 800MHz) and 256MB of RAM. While it is not the fastest processor on the market, applications load quick enough and Apple?s version of multitasking is made possible. As far as the battery goes, the iPod has a lithium-ion battery that Apple says lasts anywhere from about?<span>7 hours (continuous video playback) to?</span>40 hours (music playback). The Touch also has a gyroscope and accelerometer which are primarily used in gaming. Lastly, it has flash storage ranging from 8-64Gigs.</p> <p><img alt="" class="aligncenter" height="231" src="http://timenerdworld.files.wordpress.com/2010/12/hummingbird.jpg?w=600&h=400&crop=1" title="Hummingbird processor" width="410"/></p> <p>Samsung?s device has the 1GHz hummingbird processor and double the RAM at 512MB. Things load fairly quickly, but it is not a landslide over the iPod. Some applications?like Angry Birds?load faster on the iPod where others?like Facebook and Dolphin Web Browser?are quicker on the Galaxy Player. The GP has a Li-Polymer battery that Samsung claims gets 8 hours of video playback and 60 hours of music. In my personal experience, the battery lasts about as long as I do in a day. I charge it every night before I go to bed, and it lasts late into the night the next day. It also does seem to have a longer standby time than that of the iPod Touch. The Galaxy Player only has 8Gigs of internal storage, but with the SD card slot, it is expandable up to 40. Like Apple?s device, Samsung also put in an accelerometer and gyroscope; however, they also added a compass and GPS. The GPS is a really great feature for traveling. I can load the Google maps, and it will give me turn by turn directions. This is something that the iPod is lacking and definitely needs.</p> <p>I think I am going to call this one a draw. The Galaxy Player has a faster processor on paper, but in my actual tests, it was not that big of a difference. And while it also has a GPS, this is not a make-or-break feature. Both batteries last as long as I need them to and although the Player?s battery lasts longer, the iPod does charge a bit faster. It can charge to 80% in about 2 hours whereas the Galaxy Player takes FOR-EV-ER.</p> <p><strong>iPod touch: 3/Player Touch :2</strong></p> <p>As you can see, these to multimedia players are fairly equal. One maybe have a better quality display, while the other may be bigger. The iPod Touch charges faster, but doesn?t last as long as the Galaxy Player. Maturity has been extended two years to April 2015," Wavin said. </p><p>"The new financing facility provides Wavin with sufficient headroom and flexibility to respond to uncertain market conditions and offers a solid base to execute the 'Wavin 2015' strategic program," added the company. </p><p>The announcement comes after Wavin earlier this month rejected Mexichem's improved offer of 9 euros/share for all outstanding shares, valuing the firm at 457mn euros. </p><p>At the time, Wavin said the new offer, which was increased from the initial 8.50 euros/share offer, still "materially undervalues the company and its prospects."</p><p>Why settle for this one story when you can access all our news? Paramount's decision to start "Mission: Impossible 4" small -- albeit through large-format screenings -- seems to be paying off.</p> <p> The Tom Cruise tentpole came in third at the domestic box office, grossing $13 million in only 425 locations. When the movie opens wide this Tuesday after 5 p.m., it will have significant momentum behind it.</p> <p> That was the point: By delivering a healthy number on a small number of screens -- 425 is 11.5 percent of the 3,703 screens that the No. 1 "Sherlock Holmes" opened on last weekend -- "M:I4" captured all kinds of buzz as it expands in a crowded field.</p> <p> The studio originally planned to open "Mission: Impossible -- Ghost Protocol" in wide release December 16, but changed its mind after Warner Bros. announced it was releasing "Sherlock Holmes -- A Game of Shadows" on that day.</p> <p> "We had to figure, do we want to go on the same date or do we want to move it?" Don Harris, Paramount's head of distribution, told TheWrap.</p> <p> He said the studio hatched the limited release in part due to director Brad Bird's enthusiasm about filming movie in IMAX.</p> <p> The concept was, "this movie is, from a technical standpoint and from a visual standpoint, this thing is the next leap forward," Harris said. "And we have got to find a way to let people know this isn't just another in the series of 'Mission: Impossibles.'"</p> <p> "M:I4" debuted at 300 IMAX locations and 125 other large-format theaters. A bonus: at 50 of the IMAX theaters, audiences got to see a 6-minute prologue of "The Dark Knight Rises."</p> <p> Greg Foster, chairman, filmed entertainment at the IMAX Corp., told TheWrap that the 300 IMAX theaters took in $11 million -- an IMAX record for the month of December.</p> <p> "When it works, it's really nice -- and this is working," Foster told TheWrap. "Our 300 screens are a way to get the word out that this isn't just a regular movie."</p> <p> The per-screen average was an exceptional $30,580.</p> <p> "The goal of the whole experiment is to serve as a catalyst for the movie's overall success," Foster said. "Based on the reaction this past weekend, it worked."</p> <p> Still, Harris conceded it was a risky strategy, given the stakes of the movie -- and the franchise -- to the studio.</p> <p> "It's not like risking on a small movie -- not like 'Paranormal Activity,' where you take it out at midnight, try to see if it works. his mind needed, if you will, to not be horrified. but at the same time, he paints us a picture that even if that didn't happen, it doesn't matter because it's a picture that's totally inappropriate. ? The U.S.-Russia "reset" is sputtering.</p> <p>Two-and-a-half years after the Obama administration launched its much-touted effort to patch up relations with the Kremlin, the once-bitter Cold War foes are at odds about everything from missile defense and Georgia's borders to the deployment of Russia's conventional forces in Europe.</p> <p>Cooperation is similarly strained in areas that have weathered the worst breakdowns in recent relations between Washington and Moscow, raising worries over U.S. supply routes to Afghanistan and the international alliance against Iran's nuclear program.</p> <p>The widening divide between the United States and Russia is occurring as the former communist power undergoes a complicated transition, with Prime Minister Vladimir Putin preparing for his likely return to the presidency and the government struggling to deal with anger sparked by evidence of election fraud and manifested in the country's largest protests since the collapse of the Soviet Union.</p> <p>If Russia's government has been weakened domestically, it is still talking tough internationally. And its adoption of an increasingly harder line in recent weeks has created several diplomatic headaches for the U.S.</p> <p>The crowning achievement of President Barack Obama's reset policy occurred in February, when a U.S.-Russian agreement to reduce their nuclear weapons arsenals entered into force. Senate ratification only came after difficult negotiations and over the objections of several leading Republicans, who challenged whether Moscow would adhere to the treaty or use it to challenge unconnected American military programs.</p> <p>Some feel those fears are now being validated. Even though the "New START" treaty doesn't significantly limit U.S. missile defense plans, President Dmitry Medvedev has threatened to pull Russia out of the accord if the U.S. moves forward with plans to place missile interceptors in Europe. He has also ordered Russia's military to ensure capability to destroy the system's command structure, and warned of stationing strike missiles in the Kaliningrad exclave between NATO allies Poland and Lithuania.</p> <p>"After being assured that the New START treaty would contribute to the improvement of U.S.-Russia relations, and that the Russian government would not use the treaty against us as blackmail, we are now in a situation where the president of Russia is threatening to deploy ballistic missiles to destroy U.S. missile defense systems in Europe," Sen. John McCain, R-Ariz., lamented before the Senate last week.</p> <p>McCain also decried Russian attempts to reach out to China and Iran to deepen cooperation against U.S. missile defense plans, and threats to cut off supply routes that are critical for NATO's mission in Afghanistan.</p> <p>Administration officials concede that they are unsettled by Russia's behavior, but there is little they can do right now. The populist passions of the Russian election season increase the danger of exacerbating disagreements that may only reflect rhetorical bluster.</p> <p>On Tuesday, Russian Foreign Minister Sergey Lavrov angrily accused the West of taking an "immoral" stance toward Syria by pressuring President Bashar Assad while refusing to condemn the "armed extremist groups" trying to oust the Arab strongman. His language echoed the widely discredited claims of Assad, whose government is accused of killing more than 5,000 people in a brutal crackdown on primarily peaceful dissenters.</p> <p>U.S. officials described Lavrov's comments as "baffling" and "unhelpful," but they may be more destructive than that. As a veto-wielding member of the U.N. Security Council, Russia continues to stand in the way of any effort at the global body to condemn Assad's regime and set multilateral sanctions. With the help of China, Russia has already blocked one resolution against Syria and has continued to supply the Assad regime with weapons.</p> <p>A similar situation exists with Iran. The U.N. nuclear agency revealed secret Iranian experiments whose sole purpose is the development of nuclear weapons ? the strongest rejection yet of Tehran's argument that its uranium enrichment activity is purely for energy production. But Russia, which has deep trade and investment ties with Iran, has shielded the Islamic republic from any new global sanctions.</p> <p>The U.S. sees a growing Russian unwillingness to cooperate seeping into other areas as well. The Obama administration grew so frustrated with Russia's role in the Middle East process in September that it toyed with the idea of disbanding the "Quartet" of Israeli-Palestinian mediators, which also includes the European Union and the U.N.</p> <p>And Washington finally grew fed up with Moscow's refusal to provide information on its conventional forces in Europe ? as required under a 21-year agreement with the West ? that it decided last month to no longer share its data in return. Talks have likewise stalled on other elements of a once ambitious U.S.-Russia arms control agenda.</p> <p>The relationship isn't all bleak and certainly hasn't reached the low point set after the Georgia-Russia war in 2008, when George W. Bush was president.</p> <p>Russia will enter the World Trade Organization in early 2012, ending an 18-year pursuit that had partly been stymied by several U.S.-Russian commercial disagreements the Obama administration pushed to resolve. Moscow's accession was sealed when Georgia ? with U.S. encouragement ? withdrew its objections.</p> <p>Ultimately, how Russia responds to its internal strife could be the most decisive factor in determining the long-term trajectory of its relationship with the U.S. If it blames Washington for the unrest or flagrantly violates the rights of Russia's citizens, a skeptical Congress would demand a tough response from the administration. Many Republicans openly deride the reset policy already. </p><p> Shaken by the public anger, Putin's initial reaction was troubling. He accused Secretary of State Hillary Rodham Clinton of instigating protesters to weaken Russia and warned that his government wouldn't tolerate foreign interference. </p><p> But there was no violent crackdown on demonstrators. Three days later Medvedev announced an investigation into claims of voter manipulation. And officials refrained from pointing the finger at the U.S. again. </p><p> "Russia has one of the most highly educated populations in the world and now a growing middle class, with all the aspirations that middle-class families have," Clinton said Wednesday at an event focusing on American innovation and trade. "This didn't come from the outside. This year?s U.N. climate summit in Durban, South Africa made major progress on climate finance when it yielded a final implementing document for the Green Climate Fund that will launch in 2012.</p> <p>This fund?s creation is the first step to fulfilling the pledges developed countries made at the previous Copenhagen and Cancun climate summits to deliver $100 billion annually by 2020 for mitigation and adaptation efforts in developing countries, which will bear the brunt of climate impacts in the future as well as pump increasingly more emissions into our atmosphere as their economies expand.</p> <p>As the fund becomes a reality over the next year, the most important question is setting an immediate agenda to use it most effectively in deploying mitigation and adaptation solutions around the planet. In the short term the fund can be used to ramp up funding on the way to helping mobilize $100 billion that can help reduce emissions through the rest of this decade.</p> <p>The Center for American Progress previously set out such an agenda in a report released last year with the Alliance for Climate Protection (based on analysis by Climate Advisers and Project Catalyst). We recommended a ?ramp-up? period to increase public and private investment from 2013 to 2020 designed to bridge the gap between the ?fast start finance? period?the $30 billion pledged from 2010 to 2012 at the 2009 Copenhagen climate summit?and the target for $100 billion in climate finance by 2020. We think this is a more practical way to achieve the 2020 target than simply scrambling toward $100 billion by 2020 with no targets in between.</p> <p>The report provides concrete goals for scaling up investment in critical areas including clean power, energy efficiency, land use, and adaptation in developing countries, and it specifies the increases in public and private investment necessary until 2020.</p> <p>As a first installment our analysis demonstrates that an additional $30 billion per year until 2015 is necessary to stay on a plausible path to stabilize temperature increase at 2 degrees Celsius over pre-industrial levels by 2020, which is what scientists say we need to avoid the worst impacts of global warming. Our report shows that financing this amount will sufficiently accelerate emission reductions around the world that can address the ambitious gap between what most countries have agreed to do by 2020 and the mitigation efforts needed to give the world a shot at climate safety.</p> <p>Revisiting the goals of that report, which we do below, will help us plot a near-term ramp up for the Green Climate Fund, which plays a role in hitting the ramp-up target.</p> <h4>From the Copenhagen pledges to 2 degrees</h4> <p>The 2009 Copenhagen Accord created the global goal to limit temperature increases to 2 degrees Celsius above pre-industrial levels. By the end of January 2010 more than 80 countries?developed and developing?had submitted their list of greenhouse gas mitigation policies they were willing to take by 2020 in response to this goal.</p> <p>As we demonstrated previously, these pledges can be divided roughly into two categories: the ?low? and ?high? Copenhagen scenarios. The low pledges are the reductions parties are willing to take unilaterally on their own with no external cooperation or finance. The high pledges are the reductions parties are willing to take if certain conditions are met, such as financial help to increase that ambition.</p> <p>If both the high and low emission reduction pledges from Copenhagen are met, then two-thirds of the needed reductions will be achieved by 2020 consistent with staying on a pathway to stabilize temperature at the 2 degree target. But, of course, that doesn?t guarantee that this target would be met.</p> <h4>A 2013-2015 finance agenda</h4> <p>Our 2010 report with the Alliance for Climate Protection iterates the investments needed in developing countries to keep a 2 degree pathway viable out to 2020. The report takes into account the finance already committed by parties through the low Copenhagen pledges, since the low pledges are unconditional and those parties submitting them have already signaled that they can pay for them.</p> <p>Our view is that it is better to start with concrete reduction goals tied to our overall mitigation targets by the end of the decade rather than a simple race to raising $100 billion annually by 2020.</p> <p>As a first step toward that goal, we identified investment targets in our report in renewable power, energy efficiency, and forestry and land use change in developing countries that would be required by mid-decade to keep the 2 degrees Celsius target in sight by 2015.</p> <p><img alt="" src="http://www.americanprogress.org/issues/2011/12/img/climate_finance_priorities_figure1.jpg" /></p> <p>The total international financing needs for achieving these policy recommendations are an estimated $30 billion per year by 2015 in public or market financing to cover the incremental costs (or continual operational costs) of climate action and $70 billion per year during the same period in capital investment. These figures assume that developing countries will self-finance domestic action consistent with the level of effort needed to achieve the low-end of their Copenhagen mitigation pledges.</p> <p><img alt="" src="http://www.americanprogress.org/issues/2011/12/img/climate_finance_priorities_figure2.jpg" /></p> <p>With the Green Climate Fund coming online, but still years away from achieving its goal of mobilizing $100 billion annually, a combination of more limited donations to that fund from individual countries, combined with unilateral allocations from public sources such as traditional bilateral development assistance (depending on the preferences of each donor party), should aim to ramp up total financing available from $15 billion in 2013 to $25 billion by 2015. Additional funding to hit the 2015 goal can come from existing carbon markets, existing development bank lending, and private finance.</p> <p><img alt="" src="http://www.americanprogress.org/issues/2011/12/img/climate_finance_priorities_figure3.jpg" /></p> <p>What is needed now is a firm commitment by the international community to move from the mere creation of the Green Climate Fund next year to sourcing it as early as 2013, while staying consistent with agreed-upon goals which are clear with respect to the greenhouse gas reduction goals that we hope to achieve over this time period. Silent movie "The Artist" painted a pretty picture at the Golden Globe nominations Thursday, leading all movies with six nods, including best film comedy or musical in the race to Hollywood's Oscars.</p> <p> "The Artist," a silent movie shot in black and white and made in the same way films were before the "talkies," has earned numerous spots atop critics' lists and its director, Frenchman Michel Hazanavicius, thinks he knows why.</p> <p> "Whether in Italy, the U.K., Spain or Germany, everywhere is the same kind of reaction, and I think that says something about the format. Silent used to be thought of as old. Now, it's no more old or new. It's ageless," he told Reuters.</p> <p> Along with best film musical or comedy, "The Artist" earned nods for French actor Jean Dujardin, supporting actress Berenice Bejo, director and writer Hazanavicus and musical score.</p> <p> The Golden Globes, voted on by about 90 members of the Hollywood Foreign Press Association, are among the most-watched awards programs leading up to the Oscars in February.</p> <p> But in the race for Oscars, the world's top movie honors from the Academy of Motion Picture Arts and Sciences, "The Artist" already faces competition from drama "The Descendants," starring George Clooney as a man struggling to keep his family together, and civil rights-era film "The Help," which tells of black maids in segregated Mississippi dealing with racism.</p> <p> Each of those two films earned five Golden Globe nods, including both in the category of best film drama, and both have won fans among critics and audiences in a year shaping up as one in which feel-good films or those with a cathartic ending are winning fans and award votes.</p> <p> Director Tate Taylor called "The Help" a movie about people doing things to change their lives, and Jim Burke, producer for the "Descendants," said that film sent audiences a message of hope.</p> <p> Along with best film drama, "Descendants" scored nominations for Clooney as best actor and Alexander Payne for directing and writing, among its honors. "The Help" earned nominations for Viola Davis for best actress in a drama and Octavia Spencer and Jessica Chastain for supporting actress.</p> <p> HELP FOR 'HUGO'</p> <p> Those are not the only movies making their mark this award season, and industry watchers should not count out Martin Scorsese's love letter to movies and the creative arts with 3D film "Hugo," which similarly wowed critics.</p> <p> "Hugo rallied spectacularly today after being shut out at SAG," said Oscar pundit Tom O'Neil of website Gold Derby, noting Wednesday's nominees by the Screen Actors Guild. Researchers measured the children's vitamin D levels, blood sugar levels, serum insulin, body mass index and blood pressure.</p> <p>The children were also asked about their daily consumption of soda, juice, milk, fruits and vegetables, and whether or not they routinely skipped breakfast.</p> <p>The findings are slated for publication in the January issue of the <i>Journal of Clinical Endocrinology & Metabolism</i>.</p> <p>"Our study found that obese children with lower vitamin D levels had higher degrees of insulin resistance," lead author Dr. Micah Olson, of the University of Texas Southwestern Medical Center in Dallas, said in a news release from the Endocrine Society. "Although our study cannot prove causation, it does suggest that low vitamin D levels may play a role in the development of type 2 diabetes."</p> <p>Obese kids who had poor dietary habits, such as skipping breakfast and drinking lots of soda and juice, also tended to have lower vitamin D levels, the study found.</p> <p>Future research should look at whether making sure obese kids get adequate vitamin D could also help with insulin resistance, Olson added.</p> <p>Past studies have linked low vitamin D levels with cardiovascular disease and type 2 diabetes.
