Spielberg to lead Cannes film festival jury

PARIS (Reuters) - Director Steven Spielberg will preside over the 2013 Cannes film festival jury in May, organizers said on Thursday, an A-list casting that adds Hollywood firepower to the high-brow international festival.

Spielberg, whose presidential drama "Lincoln" took home two Oscars at Sunday's Academy Awards, will succeed Italian director and actor Nanni Moretti, who helmed the jury for Cannes' 65th anniversary last year.

The 12-day festival, which takes place on the Cote d'Azur in the south of France, is a major showplace for new movies from around the world that attracts top and emerging screen writers, deal-makers and hundreds of film critics.

Spielberg's blockbuster film E.T. screened as a world premiere at Cannes in 1982, and festival President Gilles Jacob called the respected director a "regular" at the prestigious film festival.

"Since then I've often asked Steven to be Jury President but he's always been shooting a film," Jacob said. "So this year, when I was told 'E.T. phone home,' I understood and immediately replied 'At last!'"

Spielberg called the festival a "platform for extraordinary films to be discovered and introduced to the world."

The 66-year-old director's four-decade career has included such varied films as "Jaws," "Schindler's List," "The Color Purple" and "Jurassic Park."

Spielberg was passed over at Sunday's Oscars for Best Director for "Lincoln," the story of the president battling to abolish slavery and end the civil war, but the film provided actor Daniel Day-Lewis with his third Best Actor award.

"Lincoln," distributed by Disney, also won for production design.

The Cannes film festival runs from May 15 to 26.

Songbirds? brains coordinate singing with intricate timing

Feb. 27, 2013 ? As a bird sings, some neurons in its brain prepare to make the next sounds while others are synchronized with the current notes?a coordination of physical actions and brain activity that is needed to produce complex movements, new research at the University of Chicago shows.

In an article in the current issue of Nature, neuroscientist Daniel Margoliash and colleagues show, for the first time, how the brain is organized to govern skilled performance?a finding that may lead to new ways of understanding human speech production.

The new study shows that birds? physical movements actually are made up of a multitude of smaller actions. ?It is amazing that such small units of movements are encoded, and so precisely, at the level of the forebrain,? said Margoliash, a professor of organismal biology and anatomy and psychology at UChicago.

?This work provides new insight into how the physics of producing vocal signals are represented in the brain to control vocalizations,? said Howard Nusbaum, a professor of psychology at UChicago and an expert on speech.

By decoding the neural representation of communication, Nusbaum explained, the research may shed light on speech problems such as stuttering or aphasia (a disorder following a stroke). And it offers an unusual window into how the brain and body carry out other kinds of complex movement, from throwing a ball to doing a backflip.

?A big question in muscle control is how the motor system organizes the dynamics of movement,? said Margoliash. Movements like reaching or grasping are difficult to study because they entail many variables, such as the angles of the shoulder, elbow, wrist and fingers; the forces of many muscles; and how these change over time," he said.

"With all this complexity, it has been difficult to determine which of the many variables that describe movements are the ones that are represented in the brain and used to control movements," he said.

It?s difficult to find a natural framework with which to analyze the activity of single neurons. The bird study provided us a perfect opportunity,? Margoliash said. Margoliash is a pioneer in the study of brain function in birds, with studies that include how learning occurs when a bird sleeps and recalls singing a song.

For the current study, he worked with Ana Amador, a post-doctoral researcher at UChicago, and University of Buenos Aires scholars Yonatan Sanz Perl and Gabriel Mindlin. The four are co-authors of the Nature paper ?Elementary Gesture Dynamics are Encoded by Song Premotor Cortical Neurons.?

For the study, the team studied zebra finches while the birds sang and while they slept (when songs were broadcast through a speaker). Researchers recorded the activity of single neurons through tiny wires connected to the birds? brains.

Mindlin, professor of physics at the University of Buenos Aires, and his students have created a mathematical model of the mechanics of the movement of the syrinx, the avian vocal organ. The team used that information to track the connections between brain responses and the physical actions needed to produce a song.

They reduced the description of a song to only two variables?the pressure pushing air through the syrinx and the tension of the vibrating membranes of the syrinx that are needed to produce the song. They also compared the timing predicted by the model with the timing of responses of the neurons in the bird?s ?song system.?

The study revealed how activity at higher levels of the brain tracks basic motor functions. The team also avoided a problem scholars previously encountered. In the past, investigators did not know how to relate song with the variables of pressure and tension, and so they had an incomplete understanding of how neurons controlled song, Margoliash said. For example, a previous theory of song control contended that these complex movements are governed by a clock in the brain that runs independent of the song.

By looking at the physiological variables that the bird uses to control singing, the team was able to find something others had not noticed before: the precise timing between the firing of the neuron and the action connected with it.

?One fascinating observation we made really surprised us: that the forebrain neurons fire precisely at the time a sound transition is being produced,? Margoliash explained. ?But it takes far too much time for the activity in the forebrain to influence the bird?s sound box in the periphery,? Margoliash continued. The neurons that the team investigated are tracking and encoding particular moments in song but are not directly controlling them. ?Lower levels of the brain are controlling the sound output, but the timing of these neurons suggest that they are helping to evaluate feedback from the produced sound.?

Similar feedback plays an essential role in coordinating human speech, and in the skilled performance of athletes and musicians. Now, for the first time, there is a mathematical description that matches brain activity for highly skilled behavior, in the beautiful songs of birds.

Moshi is more of a design-focused company than one known for its earphones, but since we were sufficiently impressed with the performance of the Moshi Vortex Pro, we decided to give its less-expensive sibling a listen. The good-looking Moshi Dulcia ($64.95 direct) offers a healthy dose of bass response without going over the top, while keeping the focus on high-mid-range clarity. Like its older sibling, it suffers from some very minor?nearly negligible?distortion at top volumes, and some may find it overly bright or sibilant. But, with the included inline remote and microphone for mobile devices, it's a solid deal for the price.

Design
The Dulcia's earpieces are thin, narrow, and lightweight, with the plastic beneath its translucent eartips marked red (right) or white (left). The inline one-button remote control and microphone compartment is situated along the cable leading up to the right earpiece. Overall, its design is simple and refined, with the Moshi logo on each earpiece and the flat, linguini-like black cable the only real flourishes that might grab your attention. Included with the Dulcia: a snap-shut, felt-lined carrying case, a shirt clip, and three pairs of eartips?small, medium, and large.

Performance
On deep bass tracks at top volumes, like the Knife's "Silent Shout," the Moshi Dulcia does distort ever so slightly. I almost didn't detect it at first, primarily because it wasn't the sub-bass frequencies?the usual suspects?that were distorting, but the lows and low-mids, instead. Typically, the deep bass kick drum thump on that track is the sound that will distort, and while no distortion occurred until it entered the mix at around 15 seconds, it was the other, less bass-heavy drum hit the track starts out with that began distorting. Evidently, the presence of both drum hits was too much for the earphone's drivers.

Either way, this is hardly a deal-breaker?most tracks won't cause this issue, even at top listening levels, and problematic tracks are unlikely to distort wildly. The Dulcia's $65 price tag buys it a little more leniency in this department, as well.Moshi Dulcia inline2

Despite the minor distortion, the earphones sound pretty solid on tracks with deep bass at more moderate listening levels?the sub-bass drum hits in "Silent Shout" are delivered with power and definition, while the high-mids and highs provide enough clarity to ensure things don't get muddy.

On "Drover," Bill Callahan's voice is delivered with a pleasingly crisp treble edge that helps separate it from the mix. This track can sometimes sound muddy on earphones that boost the bass too much and don't also sculpt the high-mids a bit. On the Dulcia, the low-end is strong without being overwhelming, so the insistent beating of the drums gets your attention, but never overtakes the vocals. Sometimes Callahan's vocals sound a little too boosted in high-mids, and the end result is an overly sibilant sound signature. This varies from mix to mix, but it does mean that the high-mids are significantly tweaked on the Dulcia, as this is rarely an issue with this particular recording.

On classical tracks, like John Adams' "The Chairman Dances," this boost of the high-mids and treble allows the higher register strings and percussion to stand out. The lower register strings don't seem to be nearly as boosted, in comparison, and thus the mix shifts toward the brighter end of the spectrum. Still, the big drum hits at the end of the piece are delivered with a nice resonance?just enough low-end to be noticed without stealing the spotlight.

Obviously, if you're looking for audiophile-level performance, you're going to need to spend a bit more money. In this price range, however, the Dulcia is a solid option that provides rich bass that isn't wildly boosted, though its sculpted highs maybe a turn-off some. The Editors' Choice AKG K 350 is another good choice in this range?both pairs have very minor distortion issues with deep bass at top volumes, but the AKG pair is a bit less sibilant. The $120 Shure SE215 is a step-up in price from both options, but offers better overall audio performance and balance, as well as the added value of a detachable cable. If you're looking to spend even less money, the $50 RHA MA450i delivers an impressive amount of bass for the price, and it doesn't distort, but it's not nearly as balanced as the K 350 or the Dulcia. It's easy to recommend the Moshi Dulcia if you're looking for an inexpensive, but quality, upgrade to their mobile device's earbuds?particularly if you favor high-mid definition with crisp vocals over throbbing bass.

Air balloon in Egypt falls 1,000 feet, killing 18

LUXOR, Egypt (AP) ? A hot air balloon flying over Egypt's ancient city of Luxor caught fire and crashed into a sugar cane field on Tuesday, killing at least 18 foreign tourists, a security official said.

It was one of the worst accidents involving tourists in Egypt and likely to push the key tourism industry deeper into recession.

The casualties included French, British, Belgian, Hungarian, Japanese nationals and nine tourists from Hong Kong, Luxor Governor Ezzat Saad told reporters.

Three survivors of the crash ? two British tourists and one Egyptian ? were taken to a local hospital. Egypt's civil aviation minister, Wael el-Maadawi, suspended hot air balloon flights and flew to Luxor to lead the investigation into the crash.

According to the Egyptian security official, the balloon carrying at least 20 tourists was flying over Luxor early Tuesday when it caught fire, which triggered an explosion in its gas canister, then plunged at least 300 meters (1,000 feet) from the sky.

The balloon crashed into a sugar cane field outside al-Dhabaa village just west of Luxor, 510 kilometers (320 miles) south of Cairo, said the official, speaking on condition of anonymity because he was not authorized to talk to the media.

Bodies of the dead tourists were scattered across the field around the remnants of the balloon. An Associated Press reporter at the crash site counted eight bodies as they were put into body bags and taken away. The security official said all 18 bodies have been recovered.

The security official said foul play has been ruled out. He also said initial reports of 19 dead were revised to 18 as confusion is common in the aftermath of such accidents.

An official with the state prosecutor's office said initial findings show that the accident occurred when the pilot's landing cable was caught around a helium tube. He spoke anonymously because the investigation is ongoing.

The head of Japan Travel Bureau's Egypt branch, Atsushi Imaeda, confirmed that four Japanese died in the crash. He said two were a couple in their 60s from Tokyo. Details on the other two were not immediately available.

In Hong Kong, a travel agency said nine of the tourists that were aboard the balloon were natives of the semiautonomous Chinese city. There was a "very big chance that all nine have perished," said Raymond Ng, a spokesman for the agency. The nine, he said, included five women and four men from three families.

They were traveling with six other Hong Kong residents on a 10-day tour of Egypt.

Ng said an escort of the nine tourists watched the balloon from the ground catching fire around 7 a.m. and plunging to the ground two minutes later.

In Britain, tour operator Thomas Cook confirmed that two British tourists were dead and two were in hospital.

"What happened in Luxor this morning is a terrible tragedy and the thoughts of everyone in Thomas Cook are with our guests, their family and friends," said Peter Fankhauser, CEO of Thomas Cook UK & Continental Europe.

"We have a very experienced team in resort with the two guests in the local hospital, and we're providing our full support to the family and friends of the deceased at this difficult time," he said.

In Paris, a diplomatic official said French tourists were among those involved in the accident, but would give no details on how many, or whether French citizens were among those killed.

Speaking on condition of anonymity because he wasn't authorized to be publicly named according to government policy, the official said French authorities were working with their Egyptian counterparts to clarify what happened. French media reports said two French tourists were among the dead but the official wouldn't confirm that.

Hot air ballooning, usually at sunrise over the famed Karnak and Luxor temples as well as the Valley of the Kings, is a popular pastime for tourists visiting the area. Tickets for a hot air balloon ride per person are around 200 Egyptian pounds, or roughly $30.

The site of the accident has seen past crashes. In 2009, 16 tourists were injured when their balloon struck a cellphone transmission tower. A year earlier, seven tourists were injured in a similar crash.

Egypt's tourism industry has been decimated since the 2011 uprising and the political turmoil that followed and continues to this day. Luxor's hotels are currently about 25 percent full in what is supposed to be the peak of the winter season.

Scared off by the turmoil and tenuous security following the uprising, the number of tourists coming to Egypt fell to 9.8 million in 2011 from 14.7 million the year before, and revenues plunged 30 percent to $8.8 billion.

Magda Fawzi, whose company operates four luxury Nile River cruise boats to Luxor, said she expects the accident will lead to tourist cancellations. Tour guide Hadi Salama said he expects Tuesday's accident to hurt the eight hot air balloon companies operating in Luxor, but that it may not directly affect tourism to the Nile Valley city.

Poverty swelled at the country's fastest rate in Luxor, which is highly dependent on visitors to its monumental temples and the tombs of King Tutankhamun and other pharaohs. In 2011, 39 percent of its population lived on less than $1 a day, compared to 18 percent in 2009, according to government figures.

In August, Egypt's Islamist President Mohammed Morsi flew to Luxor to encourage tourism there, about a month after he took office and vowed that Egypt was safe for tourists.

"Egypt is safer than before, and is open for all," he said in remarks carried by the official MENA news agency at the time. He was referring to the security situation following the 2011 ouster of autocratic leader Hosni Mubarak.

Deadly accidents caused by poor management and a decrepit infrastructure have taken place since Morsi took office. In January, 19 Egyptian conscripts died when their rickety train jumped the track. In November, 49 kindergarteners were killed when their school bus crashed into a speeding train because the railway guard failed to close the crossing.

The Muslim Brotherhood, Egypt's most powerful political force and Morsi's base of support, blames accidents on a culture of negligence fostered by Mubarak.

Advanced breast cancer edges up in younger women

CHICAGO (AP) ? Advanced breast cancer has increased slightly among young women, a 34-year analysis suggests. The disease is still uncommon among women younger than 40, and the small change has experts scratching their heads about possible reasons.

The results are potentially worrisome because young women's tumors tend to be more aggressive than older women's, and they're much less likely to get routine screening for the disease.

Still, that doesn't explain why there'd be an increase in advanced cases and the researchers and other experts say more work is needed to find answers.

It's likely that the increase has more than one cause, said Dr. Rebecca Johnson, the study's lead author and medical director of a teen and young adult cancer program at Seattle Children's Hospital.

"The change might be due to some sort of modifiable risk factor, like a lifestyle change" or exposure to some sort of cancer-linked substance, she said.

Johnson said the results translate to about 250 advanced cases diagnosed in women younger than 40 in the mid-1970s versus more than 800 in 2009. During those years, the number of women nationwide in that age range went from about 22 million to closer to 30 million ? an increase that explains part of the study trend "but definitely not all of it," Johnson said.

Other experts said women delaying pregnancy might be a factor, partly because getting pregnant at an older age might cause an already growing tumor to spread more quickly in response to pregnancy hormones.

Obesity and having at least a drink or two daily have both been linked with breast cancer but research is inconclusive on other possible risk factors, including tobacco and chemicals in the environment. Whether any of these explains the slight increase in advanced disease in young women is unknown.

There was no increase in cancer at other stages in young women. There also was no increase in advanced disease among women older than 40.

Overall U.S. breast cancer rates have mostly fallen in more recent years, although there are signs they may have plateaued.

Some 17 years ago, Johnson was diagnosed with early-stage breast cancer at age 27, and that influenced her career choice to focus on the disease in younger women.

"Young women and their doctors need to understand that it can happen in young women," and get checked if symptoms appear, said Johnson, now 44. "People shouldn't just watch and wait."

The authors reviewed a U.S. government database of cancer cases from 1976 to 2009. They found that among women aged 25 to 39, breast cancer that has spread to distant parts of the body ? advanced disease ? increased from between 1 and 2 cases per 100,000 women to about 3 cases per 100,000 during that time span.

The study was published Tuesday in the Journal of the American Medical Association.

About one in 8 women will develop breast cancer in their lifetime, but only 1 in 173 will develop it by age 40. Risks increase with age and certain gene variations can raise the odds.

Routine screening with mammograms is recommended for older women but not those younger than 40.

Dr. Len Lichtenfeld, the American Cancer Society's deputy chief medical officer, said the results support anecdotal reports but that there's no reason to start screening all younger women since breast cancer is still so uncommon for them.

He said the study "is solid and interesting and certainly does raise questions as to why this is being observed." One of the most likely reasons is probably related to changes in childbearing practices, he said, adding that the trend "is clearly something to be followed."

Dr. Ann Partridge, chair of the federal Centers for Disease Control and Prevention's advisory committee on breast cancer in young women, agreed but said it's also possible that doctors look harder for advanced disease in younger women than in older patients. More research is needed to make sure the phenomenon is real, said Partridge, director of a program for young women with breast cancer at the Harvard-affiliated Dana-Farber Cancer Institute.

The study shouldn't cause alarm, she said. Still, Partridge said young women should be familiar with their breasts and see the doctor if they notice any lumps or other changes.

Software engineer Stephanie Carson discovered a large breast tumor that had already spread to her lungs; that diagnosis in 2003 was a huge shock.

"I was so clueless," she said. "I was just 29 and that was the last thing on my mind."

Carson, who lives near St. Louis, had a mastectomy, chemotherapy, radiation and other treatments and she frequently has to try new drugs to keep the cancer at bay.

Because most breast cancer is diagnosed in early stages, there's a misconception that women are treated, and then get on with their lives, Carson said. She and her husband had to abandon hopes of having children, and she's on medical leave from her job.

"It changed the complete course of my life," she said. "But it's still a good life."

Like its older sibling, it suffers from some very minor?nearly negligible?distortion at top volumes, and some may find it overly bright or sibilant. But, with the included inline remote and microphone for mobile devices, it's a solid deal for the price.

    Design
    The Dulcia's earpieces are thin, narrow, and lightweight, with the plastic beneath its translucent eartips marked red (right) or white (left). The inline one-button remote control and microphone compartment is situated along the cable leading up to the right earpiece. Overall, its design is simple and refined, with the Moshi logo on each earpiece and the flat, linguini-like black cable the only real flourishes that might grab your attention.     Included with the Dulcia: a snap-shut, felt-lined carrying case, a shirt clip, and three pairs of eartips?small, medium, and large.

    Performance
    On deep bass tracks at top volumes, like the Knife's "Silent Shout," the Moshi Dulcia does distort ever so slightly. I almost didn't detect it at first, primarily because it wasn't the sub-bass frequencies?the usual suspects?that were distorting, but the lows and low-mids, instead. Typically, the deep bass kick drum thump on that track is the sound that will distort, and while no distortion occurred until it entered the mix at around 15 seconds, it was the other, less bass-heavy drum hit the track starts out with that began distorting. Evidently, the presence of both drum hits was too much for the earphone's drivers.

    Either way, this is hardly a deal-breaker?most tracks won't cause this issue, even at top listening levels, and problematic tracks are unlikely to distort wildly. The Dulcia's $65 price tag buys it a little more leniency in this department, as well.Moshi Dulcia inline2

    Despite the minor distortion, the earphones sound pretty solid on tracks with deep bass at more moderate listening levels?the sub-bass drum hits in "Silent Shout" are delivered with power and definition, while the high-mids and highs provide enough clarity to ensure things don't get muddy.

    On "Drover," Bill Callahan's voice is delivered with a pleasingly crisp treble edge that helps separate it from the mix. This track can sometimes sound muddy on earphones that boost the bass too much and don't also sculpt the high-mids a bit. On the Dulcia, the low-end is strong without being overwhelming, so the insistent beating of the drums gets your attention, but never overtakes the vocals. Sometimes Callahan's vocals sound a little too boosted in high-mids, and the end result is an overly sibilant sound signature. This varies from mix to mix, but it does mean that the high-mids are significantly tweaked on the Dulcia, as this is rarely an issue with this particular recording.

    On classical tracks, like John Adams' "The Chairman Dances," this boost of the high-mids and treble allows the higher register strings and percussion to stand out. The lower register strings don't seem to be nearly as boosted, in comparison, and thus the mix shifts toward the brighter end of the spectrum. Still, the big drum hits at the end of the piece are delivered with a nice resonance?just enough low-end to be noticed without stealing the spotlight.

    Obviously, if you're looking for audiophile-level performance, you're going to need to spend a bit more money. In this price range, however, the Dulcia is a solid option that provides rich bass that isn't wildly boosted, though its sculpted highs maybe a turn-off some. The Editors' Choice AKG K 350 is another good choice in this range?both pairs have very minor distortion issues with deep bass at top volumes, but the AKG pair is a bit less sibilant. The $120 Shure SE215 is a step-up in price from both options, but offers better overall audio performance and balance, as well as the added value of a detachable cable. If you're looking to spend even less money, the $50 RHA MA450i delivers an impressive amount of bass for the price, and it doesn't distort, but it's not nearly as balanced as the K 350 or the Dulcia. It's easy to recommend the Moshi Dulcia if you're looking for an inexpensive, but quality, upgrade to their mobile device's earbuds?particularly if you favor high-mid definition with crisp vocals over throbbing bass.

    Lawrence stumbled as she took the steps to the Oscar stage, falling to her knees in her flowing Christian Dior gown. That drew a sympathetic ovation from the auditorium.

    She remained endearingly flustered during her acceptance speech, thanking her family, those who worked with her on the film and wishing a "Happy Birthday" to a fellow nominee, Emmanuelle Riva of "Amour," who turned 86.

    "Look at this dress. I tried to walk up stairs in this dress," Lawrence said of her white, floor-length gown. "I think I stepped on the fabric and they wax the stairs."

    Lawrence said she thought of a "bad word" to say when she tumbled but kept it to herself.

    She had already been bleeped by ABC when she let loose with a four-letter word while joking with Kristin Chenoweth on the red carpet.

    The Christian Science Monitor's film critic Peter Ranier wasn't a big fan of the film but he wrote that Jennifer Lawrence 'salvaged' it.

    "Fortunately, both for Pat and for the movie, Jennifer Lawrence?s tough-talking neighbor Tiffany, a recent widow with her own share of mental baggage, is on hand to salvage the situation. She dragoons Pat into rehearsing as her partner for an upcoming local dance competition. We can see what he can?t: Tiffany, and not his wife, is his true soul mate.

    Russell directs the movie almost as if Pat were behind the camera; the visual rhythms are manic and short-fused. In every other way, this neo-?David and Lisa? sugarcoats the sufferings of these people in order to boost a sentimental wrap-up that?s right out of ?Dancing With the Stars.? It?s slick stuff, but Lawrence, in her most high-low, sad-comic turn yet, is remarkable."

    The Obama administration and civil rights groups are defending a key section of the landmark voting rights law at the Supreme Court by pointing reformed state, county and local governments to an escape hatch from the law's strictest provision.

    The Voting Rights Act effectively attacked persistent discrimination at the polls by keeping close watch, when it comes to holding elections, on those places with a history of preventing minorities from voting. Any changes, from moving a polling place to redrawing electoral districts, can't take effect without approval from the Justice Department or federal judges in Washington.

    But the Voting Right Act allows governments that have changed their ways to get out from under this humbling need to get permission through a "bailout provision." Nearly 250 counties and local jurisdictions have done so; thousands more could be eligible based on the absence of recent discriminatory efforts in voting.

    The viability of the bailout option could play an outsized role in the Supreme Court's consideration of the voting rights law's prior approval provision, although four years ago, conservative Justice Clarence Thomas said the prospect of bailing out had been "no more than a mirage."

    The court will hear arguments Wednesday in the case, which is among the term's most important, in a challenge from Shelby County, Ala.

    Opponents of the law say they no longer should be forced to live under oversight from Washington because the country has made enormous racial progress, demonstrated most recently by the re-election of President Barack Obama. They object in particular to the 40-year-old formula by which some jurisdictions, most in the Deep South, are swept under the law and others remain outside it.

    The administration and its allies acknowledge that there has been progress. But they say minority voters still need the protection the law affords from efforts to reduce their influence at the polls. Last year, federal judges in two separate cases blocked Texas from putting in place a voter identification law and congressional redistricting plan because they discriminated against black and Hispanic residents.

    Obama himself talked about the case in a radio interview last week. He told SiriusXM host Joe Madison that if the law were stripped of its advance approval provision, "it would be hard for us to catch those things up front to make sure that elections are done in an equitable way."

    Also, the law's defenders say places that have changed their ways can win release from having to get Washington's blessing for election changes. Governments seeking to exit have to show that they and the smaller jurisdictions within their borders have had a clean record, no evidence of discrimination in voting, for the past 10 years.

    Shelby County has never asked to be freed from the law, but would seem to be ineligible because one city in the county, Calera, defied the voting rights law and prompted intervention by the Bush Justice Department.

    Yet places with a long, well-known history of discrimination probably could find their way out from under federal monitoring, according to a prominent voting rights lawyer who used to work for the Justice Department.

    "Birmingham, Ala., where they used to use fire hoses on people, may well be eligible to bail out," said the lawyer, Gerry Hebert. Birmingham officials said they've never considered asking.

    Quvenzhan? Wallis to play title role in "Annie" movie

    NEW YORK (Reuters) - Nine-year-old Oscar nominee Quvenzhan? Wallis will play the title role in "Annie," Sony's Columbia Pictures announced on Sunday.

    "Annie" is due to hit theaters in 2014 during the winter holiday season, and is based on the stage play about an orphan's adventures in finding her family and a better life while overcoming the schemes of orphanage mistress Miss Hannigan.

    President of production at Columbia Pictures Hannah Minghella expressed confidence in Wallis' talent and star power.

    "With the recent Academy Award nomination and critical acclaim, Quvenzhan? Wallis is a true star and we believe her portrayal as Annie will make her a true worldwide star," she said.

    "She is an extraordinary young talent with an amazing range, not only as an actress but as a singer and dancer, and we can't wait for audiences to further discover her."

    Among the film's co-producers are Will Smith, Jada Pinkett Smith and Shawn "Jay-Z" Carter. Carter's 1998 Grammy-winning album "Vol. 2... Hard Knock Life" contains a hip-hop version of "It's a Hard Knock Life," a song from the original Broadway musical "Annie."

    The hit musical was first made into a film starring Carol Burnett as Miss Hannigan in 1982. A made-for-TV version with Kathy Bates in the same role aired on ABC in 1999, and earned two Emmy awards.

    Wallis is the youngest actress to ever be nominated for a Best Actress Oscar. She was nominated for her role as Hushpuppy in indie drama "Beasts of the Southern Wild," which also earned a nod for Best Picture. "Beasts" is Wallis' first acting job.

    Among her other firsts, she will also be the first African-American actress to play Annie, who has been traditionally portrayed as a freckle-faced redhead.

    Later this year, she will star alongside Brad Pitt and Michael Fassbender in Steve McQueen's historical drama "Twelve Years a Slave," based on the book by Solomon Northup.

    Huawei Ascend P2 hitting Europe in Q2 for 399 euros, we go hands-on

    Just ahead of Huawei's press event, Huawei's treated us to an early viewing of its new 8.4-millimeter smartphone, the Ascend P2. With Android 4.1, a quad-core 1.5GHz processor, 13-megapixel camera and a 720p 4.7-inch Gorilla Glass 2 Infinity Edge Display, it joins the likes of the Ascend Mate and D2 in forming the Chinese manufacturer's smartphone family in 2013. And boy, it's a slender, feather-light phone with a glossy backing that come sin both black and white. Design-wise, like those leaks, it looks an awful lot like its predecessor. Its notable feature is the highest-speed LTE connection seen so far in a smartphone, up to 150Mbps with support for LTE Cat4. We also got to play with Huawei's Emotion UI, which can draw on the 1GB of RAM housed inside. There's plenty of storage, with 16GB inside. The right side houses a volume switch and a physical camera button -- these were a bit plasticky, but has a nice matte finish. The other side is where the power button belongs, with both the headphone and micro-USB charging port found there. Huawei's focusing on battery life here as well, with a 2,420mA unit inside and the promise of consuming 20-percent less power, thanks to the handset's display technology.

    With the aforementioned Emotion UI, there's the same clipboard animation across homescreen transitions, matching those other Ascend models. Getting into screen performance, it reflected a fair bit of ambient light, perhaps not the best display we've seen from Huawei -- there seems to be a space between the surface of the glass and the display itself. Light, but feels like we were often unable to keep hold of it. The buttons have the right amount of bite, although it would have been nice to see some premium materials used for these minor details. but the design reminds us a fair bit of the Panasonic's Eluga. Perhaps due to the lack of exotic color options, the phone wasn't quite as appealing as when we first got our hands on its predecessors. We'll have a hands-on video up soon. If you're in Europe you can pick this up in Q2 for €399 ($526)

    Mozilla, AT&T And Ericsson Team Up To Demo Seamless Web-To-Mobile WebRTC Integration At MWC

    webrtc_drawingWhat if your browser could know when you are getting a call on your mobile phone? Earlier this month, Google and Mozilla demonstrated how their browsers’ WebRTC implementations could interoperate. Today, at the Mobile World Congress in Barcelona, Mozilla is going a step further. The organization has teamed up with AT&T and Ericsson to show a proof-of-concept called WebPhone that demonstrates how its Firefox browser can use Mozilla’s Social API, AT&T’s API Platform and Ericsson’s Web Communication Gateway to let Firefox users sync with a user’s existing phone number and provide calling services without the need to install any plugins or special apps. WebPhone, which isn’t currently available to the public, demonstrates how users can receive calls and text on their desktop. The system was built on top of WebRTC, the developing standard that allows for in-browser file transfers and real-time video, audio and text chats without plugins. According to Mozilla, this demo shows “how consumers can easily take and receive video calls from their mobile phones or desktop browser using WebRTC or share their web experiences with friends or family who might be on a desktop PC or mobile phone across the other side of the world.” The demo shows how users can start a call from their Firefox browser. Using the operators’ APIs, the web application in the browser gets access to the user’s contacts on the phone and could eventually allow them to, for example, start calls on their mobile device and then transfer them to their desktop once they get home and receive calls right through their browser. ?We believe there is value for operators bundling mobile and fixed broadband offerings with browsers, and Firefox will be the first browser to give them this opportunity,” Magnus Furustam, Vice President Product Area Core and IMS, Business Unit Networks at Ericsson said in a statement today. “The open source project with Mozilla means operators can contribute resources to the project and in a new way, jointly collaborating with other innovators to shape the future of web communications.? We will likely hear quite a bit more about WebRTC as this year’s Mobile World Congress gets underway.     Tax break used by oil pipeline firms costing government billions

    Congress is looking at eliminating a tax break used by oil and gas pipeline companies after a study showed it costing the government four times more than previously estimated.

    The tax break for ?master limited partnerships? will cost the U.S. government $7 billion in lost revenue through 2016, according to the nonpartisan Joint Committee on Taxation. The increased cost is due to the popularity of the tax-free publicly traded partnerships that have taken over the U.S. pipeline business and are now spreading into the rest of the oil and gas industry.

    Examples of MLPs in San Antonio include Tesoro Logistics LP and NuStar Energy Partners.

    Canada ended a similar tax break in 2011 and there are proposals in Congress to end it in the U.S. for all but renewable energy companies.

    MLP?s don?t pay corporate income taxes because they?re structured as partnerships, and they don?t distribute taxable dividends. Individual members pay personal income tax on any profits, offsetting to some extent the government?s loss of revenue.

    Thunderbolt Express Dock preorders being accepted

    Belkin has quietly started accepting preorders for its Thunderbolt Express Dock. Originally announced with a September 2012 launch date at last year's CES, the Express Dock has undergone numerous set backs and revisions. The final shipping version will allow customers to expand a single Thunderbolt port into eight different ports, including one FireWire 800, one Gigabit Ethernet, three USB 3.0, one 3.5mm audio-in, one 3.5mm audio out, and one Thunderbolt port. While pre-orders are being accepted online for $300, an official shipping date is still yet to be released.

    HBO Go now includes support for AirPlay streaming

    HBO's Eric Kessler announced on Tuesday that all HBO subscribers will now be able to stream content from the HBO Go iOS app to any TV via AirPlay. To gain access to AirPlay support, customers must download the latest version of the free HBO Go app from the App Store. The support is limited to devices running iOS 6 and Apple TVs running the v5.1.1 software or later. An official Apple TV app is also in the works, however it is unknown when this will be released.

    Rubio: Israel?s Security Is Key to Middle East Peace

    Sen. Marco Rubio says Israel?s security must come first before a settlement of the Israeli-Palestinian dispute.

    ?No nation in the world has suffered more in recent times than Israel from war and violence, in terms of its neighbors,? the Florida Republican said at a press conference closing out a five-day trip to the Middle East, The Jerusalem Post reports.

    ?The greatest advancements in this [Israeli-Palestinian] process have always been made when Israel felt secure. There is a direct relationship between Israel?s security and the ability to make concessions and move forward.?

    Rubio said the ultimate solution to the conflict would have to be a separate state for Palestinians. But insisted it must be negotiated between the two parties and not dictated by the United States or international agencies.

    In addition, he said the United States should not intervene in Israel?s settlement policy and attempt to "dictate what the resolution of that issue should be.

    The senator also cautioned against high expectations for the peace process beyond ?what is immediately realistic, because expectations that are elevated, and then unmet, become counterproductive to the entire process.?

    The visit to Israel, Jordan, and the West Bank by Rubio, a possible presidential contender in 2016, comes several weeks before President Barack Obama's scheduled trip to Israel next month. It will be Obama's first visit to the Jewish state as president.

    Previous reports may have suggested that hackers who attacked Apple came from China, investigators now believe that the culprit are instead based out from Eastern Europe. In a reported posted on Bloomberg, the attacks on Apple, Facebook, Twitter and many others came from ?an Eastern European gang of hackers that is trying to steal company secrets.?

    Investigators suspect that the hackers are a criminal group based in Russia or Eastern Europe, and have tracked at least one server being used by the group to a hosting company in the Ukraine. Other evidence, including the malware used in the attack, also suggests it is the work of cyber criminals rather than state-sponsored espionage from China, two people familiar with the investigation said.

    NYT: Linking Cyber Attacks to Chinese Army

    On the other hand, The New York Times, had instead linked recent attacks on the said companies to Chinese Army. There were also claims that an ?overwhelming percentage of attacks on American corporations, organizations and government agencies? stemmed from a People?s Liberation Army group known as ?Unit 61398,? which is based on the outskirts of Shanghai.

    However, Apple announced last Wednesday that some of their employees? laptops were infected by a Java plug-in vulnerability. It was the same malware used against a number of companies, although it did not indicate its country of origin. As stated by the Cupertino-based company:

    We identified a small number of systems within Apple that were infected and isolated them from our network. There is no evidence that any data left Apple. We are working closely with law enforcement to find the source of the malware.

    Watering Hole Attack

    It is believed that the attacks occurred through an iPhone developer community website, which was hosting the malware. The infected code made its way onto Apple computers using a Java zero-day flaw. This method is called ?watering hole attack,? wherein hackers compromise a popular website that many people visit and trust.

    In relation to this, Apple rolled out an update last Tuesday for all OS X users to fix the said bug, as well as remove the Java Web applet.

    (AP) ? At Caracas' military hospital, the only outward signs that President Hugo Chavez is a patient inside are the motorcades that come and go and the soldiers standing guard, some of them wearing red berets.

    A poster with a large photo of Chavez smiling sits atop the Dr. Carlos Arvelo Military Hospital, but it has been there since long before the socialist leader was admitted upon his return from his latest cancer treatment in Cuba.

    Some of the president's supporters shout "Viva Chavez!" and "He's back!" as they drive past the hospital, which this week has become the new center of attention in Chavez's 21-month-long cancer struggle.

    The government hasn't released a single photo of Chavez since his arrival in Caracas was announced Monday, and that has some Venezuelans doubting whether he's in the hospital. Others insist he is there, just out of sight while undergoing treatment.

    "There, where you see that balcony, the president is there," said Juan Carlos Hernandez, a street vendor who pointed to the ninth floor, where Chavez is said to be staying.

    Hernandez, who sells snacks from a stand with a parasol, said he used to work as a military police officer and provided security at the hospital from 2004 to 2006. He said the ninth floor has a special wing with various rooms where important people are typically taken for treatment, including generals and other military officers.

    The special wing of the hospital has its own private elevator, Hernandez said. "The patients are more protected because not everybody passes by."

    Caravans of SUVs escorted by troops on motorcycles have arrived and left in recent days, carrying officials including Vice President Nicolas Maduro and National Assembly President Diosdado Cabello, who are among the few who say they have seen Chavez at the hospital.

    Among the luxury vehicles bringing visitors was a metallic green Bentley, and those stopping by the hospital have reportedly included the president's relatives.

    The government hasn't given details of any visits with Chavez at the hospital, and Bolivian President Evo Morales said Wednesday that he had met only with relatives and doctors but was unable to see Chavez himself when he visited the hospital. Speaking at the United Nations, Morales said Chavez "is in a very difficult spot with his health."

    The Venezuelan leader has been undergoing cancer treatment in Cuba on and off since June 2011. He has said he has had tumors removed from his pelvic region and has undergone chemotherapy and radiation treatment.

    Throughout the treatments, Chavez has not revealed the type of cancer or the location where tumors have been removed.

    He hasn't spoken publicly since before his latest surgery in Cuba, on Dec. 11. The government has recently said that Chavez is undergoing more treatment for his illness but has not specified the sort of treatment.

    Hospital employees declined to comment about Chavez, saying only that the floor where the president is being treated is under tight security.

    Despite the extra security contingent, the hospital continues to provide medical care to hundreds of other patients every day, including both military personnel and civilians.

    When Chavez's return to Caracas was announced Monday, his supporters gathered outside the hospital to celebrate while holding photos of him. But as the days have passed, their numbers have dwindled. Journalists and television cameras at the entrance have become one of the only signs of anything unusual going on.

    Juan Bonaire, who works at a bakery across the street, said that apart from the stepped-up security, the area around the hospital looks much the same as always.

    Outside the hospital, people put up a banner Thursday with a photo of the president and the slogan: "Chavez is not a man. He is a nation that advances. We will live and triumph."
