Bing Introduces Disavow Links Before Google!

It has not been more than two weeks since Google came with the announcement of building a disavow link tool into Google Webmaster Tools. Just when everyone was waiting for the search engine giant to come up with the Tool, Bing stole the show by launching its own disavow link tool before Google.
This step taken by Bing could be an attempt to create an impact on market shares. Some people see it as a way to soften the SEO community towards Bing. Now the question arises why would one need this tool if the links dont hurt you. This query was addressed by Bings Duane Forrester on twitter:
Though Bing has introduced the Disavow Links Tool before Google but the question which arises is, is it really necessary and will people use it?
